Power supply restricted
ITANAGAR, Oct 30: The department of Power today informed that in view of the onset of low hydro season in the North East region, load restriction order has given to various districts for a secured and stable grid operation in the state.
Following load restriction, power supply to consumer in the state may affect in form of load shedding that would be imposed by local distribution agencies, according to a release.
APPSCE mains exam result to be
out by December
ITANAGAR, Oct 30: The delay in declaration of result for the mains examination conducted by Arunachal Pradesh Public Service Commission (APPSC) is worrying the aspirants. The mains exam was conducted in the month of July after much controversy and acrimony. Altogether 477 civil service aspirants have appeared for the 39 circle officer and 12 deputy superintendent of police (Dsp) post. Though the aspirants are worried about delay, the commission on their part termed the whole process as normal.
"The whole evaluation process is quite lengthy. The papers are being evaluated twice and if there is discrepancy, it goes to the third evaluator. We are following strict procedures so that best people get selected for the prestigious service," said an official of commission. Further he added that by 1st week of December they are expecting to complete the evaluation process and declare the result immediately after that.
Pario reviews activities of Disaster Management dept
ITANAGAR, Oct 30: Disaster Management Minister Takam Pario has urged the Disaster Management officers to follow the norms and the guidelines issued by the Government from time to time.
Pario was addressing a review meeting of the activities of the Directorate of Disaster Management on Thursday.
He added that in case of any disaster, immediate effective, quick response, relief assistance and delivery to the affected people should be the first priority.

Alleged accused in DDSE assault case arrested
ITANAGAR, Oct 30: City Police has arrested Tabu Guha, the alleged accused in DDSE assault case, and remanded Guha to seven days police custody, informed SP (Capital) Devender Arya.
A case was already registered u/s 341/332 IPC at Itanagar Police Station against the alleged accused.
The investigation of the case is almost complete and charge sheet will be submitted soon, the SP added.
Meanwhile, Arunachal Pradesh Congress Seva Dal Chief Organizer has suspended Tabu Guha from the post of state organizing secretary for his unsatisfactory performance and bringing bad name to Indian National Congress with immediate effect.
He will remain under suspension till he comes out clean from the case registered against him in Itanagar Police Station, the APCSD chief said in the suspension order.

Shopkeepers asked to renew trading licence with IMC
ITANAGAR, Oct 30: The Itanagar Municipal Council (IMC) has called upon the all the traders/shopkeepers within its jurisdiction to get their trading licence renewed with IMC by November 15 next.
While reviewing the matter related to issuance of trading licence and renewal, the Empowered Standing Committee of IMC in its meeting held under the chairmanship of IMC Chief Councillor Kipa Kaku at Naharlagung today resolved that renewal or fresh trading licence within its jurisdiction shall be issued only by IMC as per subject delegated to the municipality by the state Govt. Informing that trading licences issued from other agencies will not be accepted within the IMC jurisdiction, the IMC further said that it would be initiating checking of trading licences from November 16 next.
It was also decided that all the hoardings without the IMC issue number will be evicted.

NEW DELHI, Oct 30: Arunachal Pradesh Governor J P Rajkhowa has urged Prime Minister Narendra Modi to reconsider the decision to set up a green field airport in the state in view of the "high cost" saying upgradation of an airport in nearby Assam would be economically more viable.
In a letter to the Prime Minister, the Governor said the greenfield airport at Hollongi would cost about Rs 1,150 crore of which land compensation would be about Rs 500 crore.
Rajkhowa said in view of the "high cost", public leaders like Tamiyo Taga, leader of opposition in the Arunachal Pradesh Assembly, some students organisations and social activists met him recently and suggested that instead of a new airport at Hollongi, existing Lilabari airport, adjacent to Lakhimpur district in Assam, should be upgraded at a much lower cost as no land acquisition would be needed.
"Besides, the general people want better roads as the existing PWD roads in the twin cities of Itanagar and Naharlagun as also the National Highways are in terrible and dangerous shape due to lack of any maintenance. Your urgent intervention is solicited in public interest," he wrote in the letter.
When contacted, Taga told PTI over phone that many of the people in Arunachal Pradesh think that the airport at Hollongi would not come up anytime soon due to the high cost.
"How long the people of Arunachal Pradesh would suffer.
That is why I have suggested that Lilabari airport in Assam should be upgraded," Taga said.
Sources said, as per the plan, the proposed greenfield airport project at Hollongi in the Papum Pare district of Arunachal Pradesh, will be built by the Airports Authority of India (AAI) over an area of 320 hectares.

ITANAGAR, Oct 30: All Arunachal Pradesh Students' Union (AAPSU) has taken strong exception to a media report that the Governor of Arunachal Pradesh JP Rajkhowa had written to the Prime Minister suggesting him to upgrade the existing Airport at Lilabari, North Lakhimpur, Assam, instead of constructing Greenfield Airport in Arunachal Pradesh.
The Governor's suggestion of scrapping the Greenfield Airport, which was published in a national daily today, has come as a shock to the people of Arunachal Pradesh, who have been eagerly waiting for the establishment of the first Greenfield Airport in the state for more than one and half decade, AAPSU said in a release.
AAPSU felt that this is a gross misuse of Constitutional Office.

It was also reported in the recent past that the Centre had assured the State Government of clearing the Greenfield Airport and that the project is awaiting its final stage of clearance from the Ministry of Environment, Government of India, said AAPSU.
It is pertinent to mention here that the Greenfield Airport was declared as part of PM's Package of January 31, 2008 and the Centre is obligated by its commitment to execute this project at some point of time.
"The Greenfield Airport would considerably enhance the economic landscape of the State and would give an opportunity for full exploitation of the potentials of the state. But we are baffled by the position taken by the Governor which is totally contradictory to the stand of the Government of India, which he represents as the gubernatorial head of the state," stated AAPSU.
Further AAPSU also expressed surprise over the statement of Leader of Opposition Tamiyo Taga who reportedly suggested for reconsideration of the Greenfield Airport on the grounds that the people of Arunachal Pradesh cannot wait any longer.

The Chief Minister expressed gratitude to the Fourteenth Finance Commission for according importance to fiscal capacity, with indicators of cost, and revenue disabilities, and assigning a combined weight of 72.5 percent as against 57.5 percent assigned by the Thirteenth Finance Commission. Under the new devolution formula, share of Arunachal Pradesh in Central Taxes is much higher and the state government can put the resources to good use for economic development, he said.

Terming connectivity as a major factor for any economic activity, the Chief Minister highlighted various ongoing projects to improve it like the 1600 Km Trans Arunachal Highway, district headquarter roads and cement concrete township roads.
He expressed hope that the advanced landing grounds at Tezu, Mechukha, Pasighat, Ziro, and Vijaynagar would be completed by next year while works on the Greenfield airport at Hollongi would start soon.
Citing sufficient power generation as another important factor for economic growth of the state, the Chief Minister said the 110 MW Pare HEP and 600 MW Kameng HEP will be Commissioned by next year and the power needs of the state will be met from these.
He lauded the NEEA for organizing the conference here stating that at such times research discourses at the academic level to understand the emerging societal changes, its ramifications on other aspects such as political, economy, youth, etc becomes very important and necessary.
"Arunachal today poses before the academicians, intellectuals and especially the social scientists commendable challenge to understand the interplay of dynamics both within and without. At a policy level, premier institution like RGU has an inherent obligation and duty to act as a think tank, repository of information and wisdom which could more often than not shape policy formulation of the state. Therefore, I believe, constant and persistent engagement between academics and bureaucracy will augur well in the overall interest of the state," he said.

ITANAGAR, Oct 30: The Director of Animal Husbandry and Veterinary, Dairy Development (AHV&DD) has denied any outbreak of disease in livestock in Pipsorang area of Kra Daadi district.

State marching ahead under Tuki's

PASIGHAT, Oct 30: Former minister and Adviser to Chief Minister, Bosiram Siram said that the State has been marching ahead under the capable leadership Chief Minister Nabam Tuki.
Addressing a public meeting at Yagrung on Wednesday, Siram said that the state is in the safe custody of a visionary leader, who is going to change the face of Arunachal Pradesh with better governance and effective execution of schemes meant for the people.
Taking privilege, Siram urged the Union Government to retain the "special category" status state to all tribal and backward states and maintain the 90:10 funding pattern for all sponsored schemes as considered earlier by the successive UPA Governments.

"No compromise will be made in judicious utilization of the funds and every single penny approved for developmental projects will reach the beneficiary at the lowest level," he assured. Horticulture dept reviews achievements
ITANAGAR, Oct 30: The Department of Horticulture in a meeting at Banquet Hall reviewed the progress and achievement made under various programmes implemented by the department.

Minister for Home, Horticulture etc., Tanga Byaling while addressing the officers exhorted them to dedicate themselves for the development of horticulture sector in the state as the state has huge potential in this sector. Speaking about the recent activities of the department, the minister said that a new direction and vision has to be put into effect with dedication instead of stereotype planning. Fund provided for the farmers should be used judisciously, he said.
Timely implementation of program and procurement of seeds and seedlings should be done in planting season, Byaling said. He emphasized on imparting training to the field level staff for proper dissemination of new innovation and new techniques to the farmers. He also advised to adopt the cluster approach so that the objective of Horticulture can be achieved. He gave emphasis on proper administration and transparency of the department for betterment of farmers.
Parliamentary Secy. (Hort) Tatung Jamoh appreciated the work done in the District Level and requested to functionalize the training centres established in the districts. He also requested to encourage income generating programmes like Mushroom Production schemes for the farmers.
Kipa Niya, Chairman, Arunachal Pradesh Horticulture Marketing & Processing Board, informed about recent development made in marketing board and requested to initiate a wineary unit in Arunachal Pradesh to encourage the farmers.
Hage Khoda, Comm. Horticulture, briefed about the schemes and problems of the department to the dignitaries. Further, he advised the officers to coordinate and cooperate among the officers for development of the department and implement the scheme and submission of UC on time. He stressed for proper evaluation and monitoring in the state and in districts. He also directed to adopt low volume high value crops and also take potentiality and feasibility into consideration while selecting schemes in the districts.

BMM holds discussion on women and child related burning issues

BORDUMSA, Oct 30: A brainstorming discussion on women and child related issues including domestic violence, human trafficking, child abuse, drug trafficking and environmental awareness was held in a meeting organized by Bordumsa Mahila Mandal (BMM) at Singpho Heritage Centre, Bordumsa yesterday.
Participating in the discussion on the topic human trafficking, a junior teacher K. Bo expressed concern over the menace of human trafficking, particularly children and women throughout the country. She observed that without ascertaining the identity of employers, poor parents often send their girls as maid and these girls are sold in brothels in exchange of lucrative amount. She further informed that human trafficking is also done for organs and begging industries.
Advocate Jawra Maio speaking on laws to protect children from sexual offence educated the gathering about the provisions of POCSO Act.
Speaking on women and child health related problems, Dr. K. Mongchan advised the women folk to take fruits and nutritious foods containing proteins, vitamins and iron especially during pregnancy, lactating and breastfeeding period to stay fit and avoid fatal diseases. The doctor also gave tips to avoid breast cancer.
Terming women and children as most vulnerable sections subjected to trauma of domestic violence, headmaster M. Lego said anyone found guilty of committing such crime should be dealt sternly under the provision of Protection of Women from Domestic Violence Act.
Advocate Moonmoon Nocte throwing light on child rights said since children cannot defend themselves they often fall prey to exploitations and other crimes. She said onus lies on the adults to intervene and prevent atrocity on children and ensure their due share of rights.
Koing Samon Umbon, Vice Principal, Gidding said women as always should be in the forefront of promoting traditional cultures. Quoting the popular maxim "loss of culture is loss of identity," she appealed fellow women folk to live by example and encourage organic food habits to avoid diseases. She also urged women organizations to accelerate the pace of tirade against the menace of drugs and other psychotropic substances responsible for degrading societies and ruining families.
Bordumsa Anchal Samiti Chairperson Sindunong Singpho suggested for initiating stringent steps for eradication of the evils like polygamy and drug abuses prevailing in society.

Aboh reviews activities of Legal Metrology & Consumer Affairs dept
ITANAGAR, Oct 30: Minister of Legal Metrology & Consumer Affairs Tirong Aboh reviewed the activities of his department in a departmental meeting here today.
He appreciated the team efforts of the Department despite constraints, for implementation and enforcement of major Acts and Rules like Legal Metrology Act, 2009, Arunachal Pradesh Legal Metrology (Enforcement) Rules, 2011, Consumer Protection Act, 1986, Arunachal Pradesh State Consumer Protection Rules, 1987 and Bureau of Indian Standards Act, 1986 in the State. In consideration of the increased quantum of works dealt with by the Department for safeguarding interest of common consumers, particularly towards redressal of their grievances, he felt that there is urgent need to expand the existing assets of the Department, including man power, and suggested to initiate proposal to fill up every District HQs with enforcement staff. He was pained to know that the Department was having dearth of conveyance facilities both in HQs and districts, as the Assistant Controllers in the district are yet to be provided vehicle for their mobility.
Aboh stressed to intensify unannounced inspection and raids of all trading establishments within the Capital Complex in particular, and also in districts, in order to check malpractices by traders for protection of common consumers.
While participating in the deliberation, Nyamar Karbak, Parliamentary Secretary (LM&CA) viewed that the Legal Metrology & Consumer Affairs Department is shouldering responsibility to regulate weights & measures used in commercial transactions, public health and human safety, maintain accuracy, purity and potency to protect and promote the interest of consumers across the State. He stressed on resource mobilization in order to ease financial burden of the State Govt. and advised the participating officers to maintain transparency in both revenue collection and deposit. He emphasized regular inspection of markets to contain rise in prices of commodities and to take punitive action against the defaulters under the provisions of law.

State Level Vendor Development Programme held
ITANAGAR, Oct 30: One day State Level Vendor Development Programme (SLVDP) was organized by Branch MSME development Institute, Ministry of MSME, Govt. of India, at a city hotel here today.
The objective of the programme is to provide a common platform to MSMEs, particularly on food processing, hospitality industries to know about the vendors' participation in procurement of goods by the central PSUs, Central Govt. departments.

Don’t stoop to such low level
The Bihar election has once exposed the politicians and political parties. In their desperation to win the election they are indulging in all sorts of dirty tricks. Caste, communal and regional politics is being openly played in the election. They are indulging in name calling and attacking each other below the belt. Yesterday BJP President Amit Shah brazens it out by stating that if BJP loses in Bihar, Pakistan will celebrate. Prime Minister Narendra Modi, Chief Minister Nitish Kumar and RJD Supremo Lalu Prasad Yadav have all taken potshots at each other.
The fight had gone to such a low level that finally today election commission of India had to intervene. Today commission clamped a ban on publication of two controversial advertisements of BJP in Bihar. In an advisory to Bihar Chief Electoral Officer, the Commission asked him to ensure that the two advertisements are not published in any newspaper or journal from Saturday onwards till the election process is over. One of the advertisements alleges that RJD supremo Lalu Prasad and JD (U) leader Nitish Kumar are snatching the plate of dalits by planning to transfer the quota meant for dalits to minorities. Another advertisement deals with vote bank politics. The advertisements have already been published prominently in Hindi dailies brought out from Patna. The Commission has also asked the state CEO to inform the Bihar BJP unit that such advertisements should not be published or broadcast . Political parties should refrain from using caste, community and religious identity to seek vote. By indulging in such communal politics they are destroying the social fabric of the nation.

It can get better

Through the column of your esteemed daily, I on behalf of the Arunachal Unemployed Graduate Engineers Association (AUGEA) would like to appreciate public work department (PWD) for properly conducting junior engineer’s examination. First time I saw use of cellular jammer in the departmentally conducted examination in Arunachal Pradesh. The mobile jammer is an instrument that is used to prevent cellular phones from receiving the signal from base station. This technology is an appropriate way to check the possibility of cheat during exam.
But it was regretful to see the seating arrangement of the examination. Two aspirants were made to sit together in a single bench. There are possibilities of candidates disturbing each others. It is requested that in the future single seating arrangement should be made for free and fair examination. We also urge concerned authorities of working department to advertise the vacancy of direct recruitment quota available whether it may be for junior engineers (civil, electrical, mechanical & computer etc.) and Assistant Engineers (A.E) (civil, electrical, mechanical & computer etc.). Through RTI it has been revealed that many working department are having backlog for direct recruitment of assistant engineers (AE). At present all such vacancy has been occupied on officiating basis by JEs. Further we request chief secretary, parliamentary secretaries and ministers of all such concern departments to intervene in the matter. If they don’t heed towards the demand placed by us, we will take own course of action either through legal or by democratic means.

Dear Editor,
I just want to say few words to express my feelings regarding the mindset of the
Arunachalees. Just like any tribal society, we are very territorial, always trying
to protect our land and culture and that is a good thing. But what is not good is
that sometimes we cross limit and even fight among ourselves. In our state there
are many tribes and each of them lay complete claim of their respective districts
and treat other tribe as some kind of outsider. Each one claims their home town as
theirs only and treats other tribes as inferior. For example in capital complex,
local goons will easily bash up a person from other tribe and likewise in Pasighat
their local goons will bully contractors from other tribes. This is happening everywhere
and if it continues like this then we can forget about forging a united Arunachal
Pradesh. The day will not be far when all tribes will try to destroy each other.
